Hawks pounce on directors regarding waste tender fraud in Mangaung Metro

The Bloemfontein Hawks’ Serious Corruption Investigation team’s probing regarding fraud and corruption in waste collection services rendered at R2,7 million in the Mangaung Metro Municipality (MMM), has yielded the arrest of two company directors. The suspects, Moemedi Tswelopele Tennyson Seekoei (43), KB Squared PTY Ltd and Tsolofelo Innocent August (39), BK August PTY Ltd, appeared in the Bloemfontein Magistrates’ Court on Friday, 6 December.

WO Fikiswa Matoti, provincial spokesperson for the Hawks, said the men are charged with fraud, forgery, uttering, and money laundering. She said Seekoei and August were each released on R10 000 bail with the condition to reappear in the same court on 6 March 2025.

Matoti said the elite crime fighting agency pounced on Seekoei on Thursday, 5 December, while August handed himself over to officials.

August first suspect

“The suspects allegedly submitted fraudulent roadworthy certificates for the trucks they were going to use. They also provided fraudulent referral letters while bidding for the tender. The Mangaung Metro paid a joint amount of about R2,7 million for the services. Two companies, including the ones owned by the apprehended suspects, were appointed to render trade waste collection services for businesses around the Mangaung Metro,” said Matoti.

She said the Hawks launched an investigation after the alleged fraud and corruption matter was reported.

“The Hawks received information about irregularities pertaining the bid and awarding of a tender to render trade waste collection services for businesses around the Mangaung Metro,” said Matoti.
